The highest unemployment rate was recorded in the North Caucasus and Tuva. Ingushetia was the only region where the unemployment rate exceeded 20 per cent. In Dagestan, Chechnya, Kabardino-Balkaria, Transbaikalia and Altai this figure exceeds 10 percent.

The leader of the rating was Moscow-the unemployment rate in the capital was 1.2 percent. St. Petersburg (1.4 per cent), the Yamal-Nenets Autonomous Okrug (2.2 per cent), the Khabarovsk territory (2.5 per cent) and the Khanty-Mansi Autonomous Okrug (2.5 per cent) also showed low rates.

According to experts, the main factor determining the level of unemployment is the economic development of the region. The authors of the study do not expect the prerequisites for a significant change in the labor market situation in the first half of 2019.

In 2018, the worst unemployment rates showed the regions of the North Caucasus, Altai and Tuva. Five leading regions have maintained their positions since 2016. In the first place was Moscow (91,0), in the second — St. Petersburg (89,3), followed by the Moscow region (more than 80), Khanty-Mansi Autonomous district (74,8) and Tatarstan (69,6). These regions showed high levels of wages and labor capacity, as well as a short time of job search.
